新疆伊犁吊桥事故调查报告发布，11人被移送司法机关处理

4月23日，新疆伊犁夏塔景区“8·6”较大吊桥桥面倾斜坠落事故调查报告公布。

报告显示，2025年8月6日18时15分许，新疆维吾尔自治区伊犁州昭苏县夏塔景区将军桥南侧主缆在3#塔顶滑轮处断裂，导致第二、三跨桥面倾斜，游客坠落，造成5人死亡、24人受伤（其中5人重伤、19人轻伤），直接经济损失2031.50万元。

报告显示，相关旅游服务公司、景区管委会等机构被问责，11人被移送司法机关处理，22名有关公职人员被处分。

调查认定，该事故是一起因景区管委会违法违规建设、疏于监督管理，景区运营单位和涉事桥梁维修施工单位违规组织施工、未经验收投入使用，地方党委政府及其有关部门履职不到位、隐患排查治理不认真不负责，吊桥类设施项目专项整治工作走过场，未认真汲取事故教训，多方主体违法违规、失职失责造成的较大生产安全责任事故。

通过调取查看监控视频、游客拍摄视频，询问受伤游客及现场救援人员等，调查组还原了事故发生经过。

夏塔景区开放时间为9时——20时，事发当日共接待游客16890人。

将军桥为景区网红打卡点，事故发生时将军桥桥面约有120人，部分游客在桥上拍照、逗留。

18时15分许，将军桥南侧主缆因长期承受外部磨损和疲劳损伤，于3#塔顶滑轮处断裂，导致自东向西第二、三跨桥面南侧向下倾斜，29人从桥面坠落。

报告确认，事故直接原因为，将军桥未按设计建设，用滑轮代替索鞍，桥梁存在先天缺陷，两次维修施工均未执行基本建设程序，特别是第二次维修施工盲目改变主缆型号及线形，将主缆直接布设于索塔顶部滑轮上，致使多塔悬索桥塔顶主缆受力模式发生改变，加之滑轮主轴直径过小，主缆在长时间往复摩擦、反复弯折作用下，出现严重磨损和疲劳损伤，同时主缆因横向偏转及滑动与滑轮侧面边缘发生切割作用，导致大量断丝、断股。

事发当日，在荷载作用下，3#索塔塔顶南侧主缆轴力超出钢丝绳剩余破断力，发生断裂，造成桥面倾斜、游客坠落。
